Why two different adaptations of the same manga by the same team with the same producers and made around the same time?

Is this more of a common thing than one would think? Are there many other instances of this happening? Were they aimed at two different markets? Was the OVA one based on a rejected pilot they just decided to expand on anyhow? This actually perplexes me.

I'm pretty sure the manga and show were being developed around the same time, given there's just a 2 month difference. I think the Sega Saturn game came first?

Either way it's not a typical manga adaptation but a franchise - kind of like how Go Nagai series in the 70s had the manga and anime developed back-to-back, and tended to be extremely different and aimed at different age groups.
