Why does the censored and uncensored versions have different voice actors?

I have watched both the censored and uncensored episodes and the characters clearly have a different voice actor playing them in each version. This wouldn’t bother me, but the problem is the actors sound NOTHING alike (especially the main female lead!)

Wouldn’t of it been cheaper to have only one set of voice actors instead of two (the animation from the latest episodes is just getting embarrassingly bad) and focus more on making the animation better and have the sex scenes better animated than they are currently (the proportions change at each scene cut).

it might be considered as H and iirc some animes won't accept VA that have been on H before,need someone else to confirm this though
