Emilia
Here we saw a more personal side to Emilia, this arc deepened the bond between Subaru and Emilia and it also developed her character a lot.


Third Arc:
Rem
She becomes generic waifu bait. The only thing that develops in her character is her ability to take up screen time.
Emilia
We see a more responsible side of Emilia. She decides to focus all of her time and effort towards making her nation prosper as well as ensuring equality for all.

As you can see from the different arcs, Emilia's character is constantly developing as the story progresses and that allows us to see new sides to her personality over time. On the other hand, Rem can be put into only two categories: Pre-3rd arc and Post-2nd arc.
The only difference between them is that one is shit-tier and the other is cuck-tier, respectively.

As I stated before, Emilia was the only one whose personality evolved as the anime progressed. First we saw her as a sweet and caring girl then we saw her harsh attitude towards Subaru and then we saw a more personal side to Emilia where it shows that she is a indepent girl who does not rely on the MC and also focuses equally on her career and her goals. And then we saw a part of her that isn't scared of defeating her enemies when it's necessary as we saw how she killed Betelgeuse's finger alone.
On the other hand, the only personality development Rem had was a transition from a shit-tier waifu material to a cuck-tier waifu material because it even after Subaru told her that he loved Emilia, she still wanted to be by his side. She is nothing, but a selfish person who leans on other people (especially the MC) during her tough times unlike Emilia who acts independently and does not lean on anyone even during her harsh times.
