What is the DRRR chat room ?

Until last episode I believed the chat room where Ryugamine, Celty, Izaya (three former members) was something inside the Dollars forum...
I mean... always was showed Mikado loging and them opening the chat.

But with others presence it's start to look strange.
My friend said it was created by Mikado to talk about Dollars at the begining, but people start to show up, discover the chat room... Is that true ?

In this wikia they say is the Dollars chat room: http://durarara.wikia.com/wiki/Chat_Room

But in the last episode Orihara sisters was walking about the Dollars like something distant, showing that the chat is probably not affiliated with the Dollars forum.

Please if someone can make this clear to me, it will be helpfull.

It's just a common chatroom, it has nothing to do with the Dollars.

There was page for Dollars, there was lot of fanmade pages/chatroom's to look like this one from anime (example; http://dollars-bbs.org or http://durarara.weebly.com)
and I don't know this was password "baccano" for all or just for Mikado, but anyway...
most of time there showing up only main characters on chatroom, but if there was some events there were comments from other people (if I remember correct), but I also remember when everyone got messages on mobile phones from Dollars leader - Mikado.

In new season, I remember Mikado asked everyone what they think about new look/icons for chat or something like this...

I think is just closed forum only for Dollars, but everyone can join it.

I could be wrong, because until now, I don't really focused on Dollars chat/website xD

The chatroom is just a normal chatroom, anyone can enter.

But the Dollars website is like a particular forum only for Dollars members, as for the password is an unique password for everyone, Izaya himself said he spreaded the password, that's when the Dollars started becoming powerful.
