in the beginning of the episode with the tokiomi/rin flashback rin says that line

CR subbed it "Come home soon, Father" where as UTW subbed it "Safe journey, Father"

the two have entirely different meanings, so only one can be correct. which is right?

The term is itterassahi.

Itterasshai literally means, “Go and come back.” The nuance is that they will come home safely, hence “have a safe trip” is often used in English translation.

In short, CR took the literal approach, while UTW used the localised approach.

Basically what Rinth said. Note, Rin revealed in her POV that she didn't expect her father to come back.
