Why does this not have Psychological under genres?

End of Evangelion, which does nothing but ridicule the viewers intelligence with pseudo-deep flashy scenes, MAL apparently considers Psychological. But Zegapain, which actually questions what true life is, eternity, happiness, human selfishness, quality of life vs quality of life, and the importance of memory. All sorts of ACTUALLY psychological stuff. I just started this topic to hear others opinions on whether or not the genre's this is listed as should change. When I'm thinking about watching an anime I usually come on here to see what kind of ratings/tags/genre/reviews it has to see if I might like it, I'm sure others do to. Zegapain's current page paints a drastically different picture of Zegapain than what the actual show is. I didn't watch Zegapain for the longest time because I assumed it would just be a run-of-the-mill mecha. Who is in charge of deciding an animes genres? Who can change them?
