I was hoping someone could tell me if there is a chapter 28 or if there will be or if the manga was finished/canceled?

Sadly it looks like this one won't be continued. The mangaka started another manga. Just as the story was beginning to really hit it's stride too...

Don't listen to those above there is the best reason why dragon eye is on hold the creator is in a really bad condition the story is on hold so don't worry and if you want new chapters hope that the author recovers and becomes healthy again either that or he's died let's hope he's sick and he'll get better
