24 episodes, 12 minute duration + more streaming/broadcast clarification

It's technically 48 12-minute episodes crammed into "24", and doing it in the most annoying way possible. Wasting time with double OPs AND not being consistent with how episodes are released.

• Episode 1 was two 12-minute episodes that counted as one episode.
  
• Episode 2 was two 12-minute episodes that counted as one episode.
  

Then to be annoying

• Episode 3 was two 12-minute episodes that counted as two episodes (Episodes 3 and 4)
  

Will episode 5 count as 5 AND 6 or will it go back to counting as a single episode again? Maybe they'll be extra annoying and episode 5 will count as Episodes 5, 6, AND 17 because why not?

Also, Episode 3 counting as episodes 3 and 4, means that technically, there are 23 separate episodes. Possibly even less.

Is there really so little source material that they have to mess around like this?

The easiest way to understand is this arrangement:
Japan will air all 24 episodes in a half-hour block (not like this was not done before)
Streaming outside will air the same, but in 12 eps x 2 ep segments.

The total should NOT be 48 eps but half that.
