Probably not anything from the newer generation of anime. Most newer generation anime is good but not top-10 type anime. I also don’t think Frieren should be first (still a good 9/10 anime though).

most likely:
The One Piece (especially if it will reach the Marineford Arc)
Dungeon Meshi s2 (the one I really think it deserves the n°1 spot more than Frieren)

other candidates:
Witch Hat Atelier (I didn't read it, but it's the only new upcoming adaptation with the potential to be up there. I don't expect better production value than Frieren, though)
Kusuriya no Hitorigoto s2 (it will definitely be rated higher than s1 as long as it's not worse, but I don't think it will be enough to reach the n°1 spot)
JoJo part 7 (sadly, I bet it won't have the production value needed to be better than the manga)

Could be One Piece once it gets its remake series, might be Witch Hat if the adaptation stays somewhat true to the visual artistry of the manga.

I doubt it, I am a bug fan and can tell that it won't be as popular due to its more niche plot (ie SoL more then a action comedy like frieren) but I still believe it will be well received

Witch Hat Atelier is far inferior to Frieren in terms of story, the characters are pretty idiotic at first.

ORV is way better than SL in terms of plot, story and development of characters and they are very different with how they used the system trope as well.

I hope so, since I hear a lot of people speaking well of ORV, although it's not very difficult for it to be better than SL in anything other than action.
