Assuming that bullet at the end was also from this sheriff guy, then it should be a clue into how their ability works.
I’m guessing he can designate targets to get shot by these “slow bullets”. In this case, the targets are “people who are a threat to Howler”. Its range seems to be the hospital, since the guy from the bank didn’t die until they pulled up.
