So, after spending some time trying to figure out what the hell happened, I think I finally got it.

The person wearing a cap and a hoodie, who appears in the video, reads the newspaper in the street and then meets up with other followers of their anti-bullying cult, is the girl from chapter 5 who pretended to be a sister of Sugaya Kazuya (the bomber of Yokohama Junior High School from chapter 1).

The last scenes of the chapter show Seto Akane (the survivor of the bombing by Serizawa Mutsumi) being bullied by her new classmates, who think she was the initial cause of Serizawa’s despair and therefore the subsequent bombing.

After some time Seto stops showing up in her classroom and is seen in the same class “for dropouts” Nakagoshi (the bomber in Shindou Takumi’s class), Nagata (the instigator of both main bombings in the manga who jumps of a rooftop at the end of chapter 11) and Serizawa used to go to.

When this class finishes Seto is approached in the street by a man with an umbrella who is revealed to be her teacher in the “dropout” class and is implied to be in the anti-bullying terrorist circle shown previously.

Glad you made this post! It's been a couple days since I finished the manga, and it took be about that long to piece together what happened, and what we were suppose to infer as readers. I definitely agree with your conclusions and have come to similar ones. Something I'm not sure about is whether the kids that were bullying Seto were the same girls that were the same ones that bullied the main girl, or if they had died in the classroom during the incident. Presumably they did, but their character designs look quite similar. The other thing I think doesn't quite make sense is the bullying to Seto. Doesn't really check out that anyone would try her like that imo when most of the chapter is showing everyone being afraid of a similar incident happening. That said, I do like how it brings everything full circle. Seems like maybe the author was planning/hoping for a sequel?

Hey! It’s cool that you came to similar conclusions, since the ending here is really confusing.

I suppose, the girls bullying Seto are different from those who bullied Serizawa. Otherwise, as you say, they would be too scared to do so, in fear of creating a new bomber. This time out of Seto.

What is more, those who bullied Serizawa should know, that it wasn’t Seto who pushed Serizawa to the edge, but these look like they probably just assumed it based on rumours.

We could argue that humans never learn from their mistakes, but even in that case the incident should have been quite recent for it to fade from their memories. And those who didn’t have a similar incident in their school probably wouldn’t really take it that serious and would just start bullying someone anyway.

(And about designs: they all look somewhat similar, so it took me some time to understand, who is who. And even then I’m not 100% sure.)

And yeah, I like this idea of the whole story coming full circle too. But I don’t think the author had any intentions of making a sequel. More like they wanted their story to have an ominous open end.

But those are just my speculations.

I read the manga and I like it. And my conclusions are the same, but I have a doubt.
Akane joined to the "anti-bullying cult" after Nagata and Serizawa's deaths, right? but before that,she introduced herself to Takumi pretending to be the sister of a suicidal student and then gives him the bomb...

What do you think of that ? It was a mistake of the mangaka?

Of course the girls bullying Seto are different than the girls who bullied Serizawa, when SWAT burst into the classroom the students were booby-trapped with dynamite and then after Serizawa gets shot the classroom explodes.

The explosion is likely due to the bombs detonator being activated remotely, which is why they show a guy in the spectator's gallery holding a phone with the words "completed" or something like that. Even though it was raining the person was drawn in a similar manner to the mysterious leader of this anti-bullying group. IE umbrella obscuring top half of head. The detonator Serizawa held in her hand was a dummy.

What seems like a plot hole to me is how the new group bullying Seto even knew in the first place that Seto was accused of setting off the whole chain of events with Serizawa by making a comment on her menstruation odor. This was revealed as a secret in the classroom and was established to have been a lie in the first place as confirmed by Serizawa as she was leading Seto to the front of the school... so how could that possibly gotten out? All I can think of is that maybe Seto mentioned it to the police while giving a statement on what happened but that just seems like too many steps removed for the author to assume everyone will come to that conclusion so I think it was just recklessly used as a way to show the reader the cycle starting to repeat.

No, she's not Seto Akane. From chapter 5, her uniform clearly different from Akane's school uniform.

Also from the exact timeline. Serizawa's bombing and Takumi's reunion, happen at the same time. Confirmed at chapter 10 and 11, both happen on a rainy days. Also, at that time, Akane and Serizawa still at class 1-B (see chapter 5). So Akane isn't bullied and still not joining the free school for droupout at that time. At chapter 12, Akane is at class 2-A, she got bullied by new ignorant classmate then she attend free school for droupout.
