This show has a reputation of having awful writing for a reason, so we can't really tell for sure what is exactly happening in characters heads, nor there is a point in trying to decipher that. Ruka even looking in Kazuya's general direction without feeling disgust, let alone being openly in love with him is a proof enough.
But any reasonable female would interpret Kazuya's advance as yet another simp trying to get into her pants.
