It did not get an announcement until 2019. And White Fox took in rezero after the second season of this.
Also COVID. White fox is on the road to catching up now.

Probably the production commitee didn't quickly greenlighted the final season.
Also People probably forgot that Haku's original seiyuu has been sick and passed away in 2020, and Kuon's seiyuu also take a hiatus between seasons because of throat problems.

There were likely several complications behind why.

First, an anime adaptation is an advertisement above all else. They simply didn't have a big game ready for them to advertise until this year (with Monochrome Mobius). So there just wasn't really a point in them making an anime adaptation until they had a big release to advertise. Mask of Truth's anime adaptation was part of the Utawarerumono 20th anniversary project. It's all an advertisement for the franchise.

Second, by the time the Mask of Truth VN had released, White Fox was still booked for the next little while. They had Re:Zero, Goblin Slayer, and Steins;Gate 0 on their plate. For scheduling reasons, they had to wait quite some time before they could actually produce the anime.

Third, the Mask of Deception anime adaptation deviated so much from the VN that they internally probably had lots of doubts on whether a Mask of Truth anime adaptation could actually be done without them rebooting Deception entirely. In the end, they'd changed the narrative of Mask of Truth such that it stayed mostly consistent with the Deception anime. They still had to make quite a few retcons here and there though.
