Currently watching Kai and was wanting to watch Kira and Rei next. Now, I'm not too familiar with the source material and was wandering if I should watch Kira first and then Rei, or vice versa?

Watch Rei first, though in the end it doesn't really matter. Kira is just a bunch of light hearted slice of life OVAs, Rei is an actual sequel

Rei should go first, and Kira is inconsequential but if you want some slice of life hi jinx’s with the Higurashi cast then go for it. Also if you don’t mind reading visual novels I cannot recommend reading Umineko When They Cry after you finish Higurashi enough. Although it has a new, unique mystery, it follows up on several elements of the When They Cry franchise introduced in Higurashi, reintroduces some characters from Higurashi, and is the next step in the franchise if you want some more genius fiction by Ryukishi07. Do not watch the anime though because it rushed through Umineko’s question arcs, contradicts elements vital to solving the mystery of the culprit, and was left incomplete.
