Her character is like a typical downtown teenager from America. They tried to portray that in her. I haven’t read manga much. Maybe she gets better.

Late reply, but despite this, she is incredibly loyal to Koyuki. Her behavior is just typical for a teen that spend lots of her time in America. Most of the relationship is build on loyalty and this comes with a lot of misunderstanding because of their high affection for each other. Also manga spoiler:
