For what i could read in the end credits there is the cast of three main characters, Anette, Liliana and for the male main character it says "主人公" wich is translate to "main character" or "protagonist", so...

1- Is the main character from the Anette OVA and is NTR to Tatsuya the protagonist from the Lilliana OVA.
2- They may have change Tatsuya design.
3- Is all a dream from the main character of the Annete OVA

by the looks of it the neighbor doesn't even exist here and the mc here represents us the viewers, so it's a different dimension where it's us being in a relationship with the both of them, but we'll know when the translated version comes out.

also the reason why the mc and the neighbor from the anette ova looks alike is because this was made by the same people who made the anette ova

To make it short kinda, the liliana&tatsuya story is deleted and this takes its place, so there is no tatsuya and the only guy is the one from anette-san ova.
If you want you can take it as typical alternate universe where one character doesn't exist and another one takes his/her place, if you don't like that that's understandable i would advise not to watch it, you can read the manga instead.
How do I know that there is no tatsuya, this is the synopsis from the pink pineapple web site.
Just do what I did with clannad I loved the ova from tomoyo but in the end it wasn't the real one. :'(

It’s weird Liliana-san 1 has an different mc then Anette-san1 I noticed different eyes I even tried to see different names but In Anette-san to Liliana-san 1 we never get his name I am just going to it’s the mc from Liliana-san 1 cus I loved that one better because loved story

It's definitely just an alternate dimension and reality which is fine. Liliana 1 OVA is a self-contained story within the episode and that's fine. Lots of franchises have new versions in an alternate dimension that is completely different from past iterations and lore. Liliana 1 will always be its own beautiful love story to fap to separate from the lovely Anette OVA episodes. Both alternate dimensions and realities can be fapped to and enjoyed separately.
