Director Chiaki Kon said in an interview that the producer Kosuke Matsuo (松尾洸甫) simply asked her to create an anime "that doesn't move at all, like a manga".
This animation's producer did the same thing in his previous anime Back Street Girls: Gokudolls. Matsuo seems not to be a fan of 2D animation itself so much. In High Score Girl the staff had to convince him to let the anime be full CG.

That just sounds like he want's to commit as few resources as possible to cut corners. Maybe it's a lack of faith for the shows success or maybe he's just lazy.

Sadly true. That's why crowdfunding should be optional like Jashin-chan Dropkick. No ridiculous production committee or lazy producers will have the final say. Only the anime director and his staff involved when it came to them establishing the crowdfunding.

Yeah I started watching it and didn't understand why people thought it was shit, I think it's really nice, this new style where it's like a manga is unique, sure it was probably a test since I haven't seen any anime like this, and not surprised people are stand off-ish, but I feel like people should give it more of a chance(￣∇￣)

The reason why a lot of people hate it is because it's just a colorized version of the manga with VA. It lacks animation that we typically see in an "anime". Yeah it's new but what's the difference with reading the manga and watching this show if they are basically the same, the mouth are just moving. Lol

That explains so much... I was so excited to watch this after keeping up with all 4 volumes and seeing the route they took for the "animation"... Left me completely heartbroken mid 1st episode 😞

Art style (how the characters, background and overall drawings look like) and animation (the moving...) are different.

Pretty much there's no funds or simply put they didn't simply believe the anime to get this popular. Their mistake for not having faith in their works if it does.

It's not that I dislike this genre but... to add unnecessary fan services to/in/for heroines
and ultimately destroys her character and personality; their purity tarnished because of it,
is the only thing I hope to not happen to them. For that sole purity is my fan service.
