That's true. after watching code geass and aldnoah zero I searched for other mecha anime and tried this one. After reading the plot, I thought it'll be code geass with a female mc. Oh boy I was mistaken. Romance and ecchi tag should be added. And... Spoilers? Shoujo ai╰(▔∀▔)╯

While it'd be reasonable to tag this as Ecchi, I don't think it should be. Shows should be categorized by the elements they contain which drive the action, not simply the elements they contain to spice the action up. Otherwise, as mentioned in this thread, it should probably also be tagged as Romance and Shoujo Ai... and Comedy... and Fantasy and Magic and Drama and Yuri and Supernatural and Military and Psychological and Music and Mystery and maybe even Sports.

For example this is how AniList currently defines the show:
Isekai, Dragons, Primarily Female Cast, Female Protagonist, Philosophy, Dystopian, Military, War, Satire, Yuri, Nudity, Alternate Universe, Magic, Cyberpunk, Tsundere, Real Robot

...And Anidb:
Angst, Dragon, Dystopia, Fantasy, Mecha, New, Science Fiction, Shoujo Ai, Tragedy, Transforming Craft, Violence

This is why I'd personally argue for reductive genre definition rather than inclusive genre definition. Cross Ange is full of Ecchi moments, but that's what they tend to be, moments. It's not driving the plot and it's not moving the scene, it's largely a consequence. Also, outside of a handful of moments with Tusk, the scenes aren't presented in a way that's congruent with framing typically associated with the Ecchi genre; the camera doesn't take multiple still pans over the moment to accentuate it, the reactions of characters aren't lingered on or used to build a web of misunderstandings, there aren't nose bleeds or funny sounds or any of that nonsense. White it's certainly true that plenty of "ecchi" things happen, they don't happen in a way that's consistent with the tropes of that genre.

Think like the difference between Action-RPG (Dark Souls) and Action game with RPG elements (Breath of the Wild). There's a fairly wide difference of expectation (although anyone specifically seeking Ecchi is a degenerate that deserves to be deceived and probably also gets off to being ridiculed by statements such as this).
