For me, it's got to be Shinomiya Kaguya (because none of y'all have read the manga and don't know who Tsubame Koyasu is). If we were to talk about aesthetics, Kaguya's design is pretty straightforward, but that does not detract from her overall character. In fact, because viewers aren't distracted by a gaudy or skimpy outfit, tits, ass, or bright and/or flamboyant colors, they can judge Kaguya by her actual character, not her appearance. In terms of her actual character and development throughout the series, she appears to be the standard scrublike tsundere that romance fans like myself are painfully familiar with, but as the series progresses, albeit a bit slowly, this does not remain her major character trait.
Kaguya is not a superficial person. She cares about everyone in the student council, including her kouhai.
{Kaguya helps Ishigami Yu study for final exams on multiple occasions, and puts up with his inability to focus while steadily encouraging him. This aid is what boosts Ishigami's class ranking, and also boosts his self esteem. We also see the content of Kaguya's character in her interactions with Hayasaka Ai, who Kaguya ultimately releases from her service because she realizes that their relationship was detrimental to Hayasaka. This was even after Kaguya learned that Hayasaka had betrayed her, and Kaguya could have easily chosen to cast Hayasaka aside and end their relationship as friends. However, this event actually improved the relationship of Kaguya and Hayasaka, causing them to become even closer, showing how Kaguya is truly a kind person who wishes to help others.
Last but not least, though Kaguya seems to be cold towards president, she ultimately ends up showing her "dere" side, which adds to her desirability. Kaguya comes off as cold and unforgiving to both Shirogane and Ishigami, with Ishigami initially viewing Kaguya as terrifying. We see the cold and emotionless Kaguya internalized in Shirogane through the "O Kawaii Koto" phrase that Shirogane replays in his mind over and over again. Yet, as the series progresses,
{Kaguya exhibits her true "dere" side more and more around Shirogane. When Shirogane asks Kaguya to come to the United States with him, her response takes the form of a passionate kiss. When Kaguya wants attention from Shirogane, she initiates physical contact and tells Shirogane what she wants.
. Although she can act somewhat immature in how she tries to achieve things through indirect methods i.e. her various "tests" to assess Shirogane's character, she does this because she truly cares about forming a positive and mutual romantic relationship. On occasion, Kaguya's extreme innocence can be annoying, but in her defense, it is funny.
All in all, Kaguya herself definitely adds to the quality of the Kaguya-sama wa Kokurasetai anime and manga, and she definitely deserves the affection of Shirogane Miyuki. I would like to give 2 closing notes. One is that I can see how others would view Hayasaka Ai as the best girl, but I believe that as a character she is not as emotionally mature as Shinomiya Kaguya (surprising). The second note is that Fujiwara Chika fans must be filthy casuals, normalfags with no grasp of animanga, of a lesser caliber of intelligence, not completely paying attention or finished/caught up with the anime/manga, or all of the above.
