Seems like a Japanese anime to me, but takes place in China. I could be wrong, but this is my first impression.

Indeed it is! Haoliners is Chinese anime studio in Shanghai, and right off the bat when I saw Tencent (Chinese internet company) as distributor in CR opening, I knew this is originally Chinese, and pure Chinese.

For the original Chinese voice acting, here is the episode in full: https://www.youtube.com/watch?v=jIIwxzrxto8

In addition to Japanese dub, they also changed the OP from Chinese song to Japanese.

It apparently airs few days before Japanese dub in China in Chinese. Correct romanization of this show is thus actually Yiqizhixia Yi Ren Zhixia and means "In a Fury" "Under One Person" .

Correct: the original name is yi ren zhi xia not yi qi zhi xi,, means: under one person

Its a Chinese animation.
The Japanese dub isn't bad, but doesn't capture all of the jokes in the Chinese Version.
