No , she is actually pretty weak.

Some powerful characters from saint seiya and from gurren lagann can beat her.

Also most of the characters from dies irae would curbstomp her in a nanosecond.

Going off of stuff she’s actually shown, no. Not even remotely close. I’d put her at city level at best with some really good hax. Even if she is universe level, there’re still much much stronger both in and out of anime and manga.

There are at least 2 Holopsicon that can full control the destiny of all thing and full reflect the fate that exists.. also if people still believe in her, she cant be dead... so even you destroy the universe or something... You cant defeat her... If there are someone that have a chance to defeat her... It must be Necromancer(From : its a zombie?) because she can make anything happen just with her words...

No She is far from the most powerful, I get that people would like to use the argument that her story is that she has power over fiction, but this is the world of Re:creators for you

think of it as something like the Digimon series: it has both a real world (which isn't OUR real world) and a digital world

Re:Creators is also split into a real-world(Still not OUR real world ) and the world of fiction

Re:creators don't have beings with superpowers in the real world,and Altair powers only shown to work on the fictional characters of her universe

if she came to the world of One Punch man where humans do have superpowers then things may be different for her
