I heard that this manga is only short stories and has no longer plot. Is that true?

there is plenty of continuity and character development, but no there's not really an established ongoing story. there's the lingering mystery of Leonard's eyes, and why the city is the way it is and there are a few recurring villains slowly being beaten over time, and the back stories of the main cast, and that's about it. it's a multimedia sleep feels like it's heading somewhere and not.

due to the premise of the series it's actually better that way, trust me
