The director of this TV anime series, Mitsuyuki Ishibashi, is not a TV anime
series director. He is a total newbie. In fact, he has never taken part in any
role in the production of a TV anime series.

Typically, prior to being promoted to anime series director, somebody will
have spent years as an episode director or doing storyboarding or both.
That is how you climb the ladder.

On the other hand, it turns out that Mitsuyuki Ishibashi is an extremely
talented, experienced and widely-respected person. However, up to now,
he has made his career directing Rock music videos.

I found four representative examples. The first two are animated. The
last two are live-action:

group: bloodthirsty butchers / song: "Jack Nicolson" / animated / 2004

group: PE'Z / song: "パパのマーチ" / animated / 2012

group: ALI PROJECT / song:"亡國覚醒カタルシスPV" / live action / 2006

group: Yousei Teikoku / song: "Baptize" / live action/ 2010

Over the years, I have often made it a habit to look closely at the resumé of
the director of a TV anime series. Ishibashi's is unlike anything that I have
seen. I can't think of any other example of somebody who crossed over
between live-action Rock videos and TV anime.

So it looks like Ishibashi is a very unusual choice.

My only guess is that Ishibashi was born and raised in this Urawa district. So
they might have approached him and asked him to take on the project, thinking
that he would have some kind of sense of obligation to his hometown.

The results might be very interesting. Don't be surprised if Ishibashi takes
the conventional "Cute Girls Doing Cute Things" genre and incorporates some
influences from his past work.

It seems that recently Ishibashi has been doing some small projects that show
that he might be wanting to make a crossover into animation. There are bunch
of interesting examples here: http://www.hangar18.jp/
