I don't get it. How is this a Josei manga?

It just means that it's targeted toward more mature females (later teens to well into adulthood). That doesn't mean that any younger girls or even males wouldn't like it, but it's easy to tell by the art and style that it's not a shoujo, seinen, or shounen manga.

How could it be anything else? It's published in a josei manga magazine, flowers. Thus, josei manga.
