All top 30 series have done something legit to get on the list. Giving them a 1 may be someone's choice, but it's basically BS. Given that, there may be some passive ways for us to discourage the climate where trolling on the toplist is considered socially acceptable.

One possible way of doing this is a club blackball. While clubs aren't used by everyone, they do play a role in quite a few user's lives. Club Admins do have a right to kick/ban members. So, we could gather up a list of all the people dumping 1s over any top 30 series (which I suggest we do anyway, at some point), and at an announced date, kick and permaban those users from the clubs we manage. On one hand, some people are going to get pretty angry, as this effectively brings politics into recreational areas. On the other hand, if we do get enough club admins to do this, it'll limit how much people can enjoy the MAL experience. These trolls aren't just doing it for the lolz. If they wanted to make people angry, they could have trolled TTGL or DN. The latest attacks were targeted a niche out of jealousy. Which indicates that the latest trolls actually care about what goes where on the toplist. Which indicates that they do frequent MAL in actual user personas.

That is, of course, just my idea. I'd welcome some discussion on the topic from other users with other ideas.

Won't people just make secondary (and on and on) troll accounts just to cast illegitimate votes and modify their votes on their main account to 2s or 3s to foil that plan? They wouldn't worry about clubs on those accounts and still have access on their main one, right? Honestly, I have no idea. They sound like retards considering what they do but, they may just get incised. Would may get more virulent.

I think it might be an option to leave anti-troll comments on all of our various club walls, on occasion, just to spread awareness in a non-recruiting way (no public invites AT ALL - only private). That way the bastards might not find this club while it's still open membership, just as they see resentment grow. That way, plain old club users could contribute and not only administrators (who are powerful but few, not to mention already busy with their clubs). Of course all trolls would have to do is check-out the person posting to find this club.
Hummm... tuff one.

Still, I'd like to know HOW to locate an account used for trolling and report it to MAL. Anyone know feel free to PM me. I'll start crackin' nuts.
