It was Kenshin. Because she gives him the scar, symbolically taking revenge for her ex lover by spilling his murderer's blood. With that, she asks Kenshin to forgive her.

I thought who she meant was her ex-fiance.
Because she felt sorry for falling love with his murderer and all she could do was just giving the second scar to his murderer,not killing him.
