Pretty much, this world line is one of the many possibilities that exist in the beta world line. It's like playing a visual novel where you choose your path according to the situation you're in. There are two possibilities, either Kurisu lives or dies, but the result is the same. Kurisu can die, with the pool of blood, or Kurisu can live, being just unconscious with Okabe using his own blood the replicate the scene Okabe saw in the beta worldline So hypothetically speaking, Okabe might have fucked up twice. So he broke down and yea, this is the world line after Okabe fucks up twice.

Anyways, I can guess why this Kurisu said it's possible. Her memories are those set before Kurisu gave the time machine thesis to her dad, so this is before she was invited to Dr Nakabachi's time machine conference. In the alpha world line, she was the one who did the conference due to Dr Nakabachi's time machine conference being cancelled. So in both Beta and Alpha worldlines, she was invited by Dr Nakabachi, where in the Beta Dr Nakabachi's time machine conference happened, and in the Alpha, it never did. But the events to set up the conference were still the same. The difference in the divergence changed the end result, but the path was the same. So the Kurisu we see here has no reason to lie.
