I watched this yesterday, and I realised how much it reminded of a tv dramatisation of one of Terry Pratchett's Discworld novels. Now I'm not one for popular British cult fantasy, so I've never read any of his crap, but, if look up the dates for these two, they both came into being sometime at the beginning of the 1980's.

I showed my wife, and she thought that this movie was likely the original, but you'd have to read up on the Discworld thing to really understand what I mean, without giving the whole plot of this rather wonderful movie away! I'm inclined to agree, but as someone else asked in the episode discussion, was this park of Rumiko-sans manga, or written differently.

Popular cult? Does that make sense?

I'm familiar with the Discworld books though I of course can't claim to know everything that's written in so many books off the top of my head. The only thing that reminds me of Discworld in this film is the turtle in space carrying immense figures on its back who hold up the little disc-shaped world of the dream.

I'm pretty certain there is no connection. Only the first Discworld novel had been written when this movie was released, not to mention however long it took to produce. I'm not aware of it was translated into Japanese, but even if it was it's not likely to have been an influence. It's rather a reference to the "world turtle" idea and the Japanese folktale of Urashima Taro, which is mentioned in the dialogue.
