What makes a anime a hentai

Well since not all anime are explict but are considered to be a hentai (futari ecchi (non-explicit) and other ecchi (buttobi cpu) which is not explict is a anime not considered to be H.
So what makes a Hentai a Hentai

It's like asking the question what qualifies as porn. Some R or NR movies may border line on it but I think the short answer is that the purpose of the movie/anime is to show sexual acts as much as possible (especially when it doesn't make sense plot wise).
