I think this is all a clever ploy by Mariabell Rosso, which is obvious when Raphael mentioned the interference. I think Mariabell is trying to do everything she can to ruin Tempest's development starting from the image.

I know the humans in Tensura are greedy but I don't believe for a second that they're this stupid to outright challenge a Demon Lord. Everyone up to this point in the story has been fearful of demon lords but these random bozos aren't? Yeah this is definitely part of a greater plot. I'm calling it now
