There are two reasons for the quality drop
1) The director and original staff from ep1 was fired.
2) The episode director for ep2 is a hen†@¡ director.
Update
He has also directed the other two episodes but they have better animation than ep2 (even though there was a horribly animated falling scene in ep4) but worse than ep1. They tried to improve the animation but of course they can't reach the quality of the first episode.

You're several days late here.

If you reply back to me and I never respond, I lost interest and don't care. Sorry about that.

@deg This guy doesn't seem to know much about this situation to be honest. First, it was never said that the series would be animated by Production IG, but by studio Drive, since the beginning. Now studio Drive disappeared in the credits for reasons unknown. Since the beginning it was Adult Swim and Production IG USA producing (i.e funding the show) with studio Drive doing the animation.

Anyway, I don't think it's right to play the blame game so confidently when we have almost no knowledge of what went on behind the scenes. It's obvious someone, somewhere at some point fucked things up but we don't know who it is. Is it American production side, is it Japanese production side, is it the studio, etc. we just don't know.

@Tsarko true and the western producers are implying the blame is on the japanese side of things https://www.cbr.com/uzumaki-producer-episode-2-quality-drop-reveal/

@deg I saw that! Whatever happened this is has to be one of the more unique production disasters. I wonder if we will one day get the story about what happened. It would be interesting to read...

They fired the episode 1 director and gave the anime to a fricking hentai director!? You've got to be kidding me!

...

No wonder the animation took such a nosedive in episode 2.

Is there a reason they fired the director and staff from ep 1?! I really enjoyed that episode and even someone like me who doesn't cares that much abt animation felt how It changed and didn't let me enjoy as much as the first episode

Of course it had to, with how fucked up that snail scene was it had to be a hentai director.
Pretend there's something flashy and cool here.

Handing an adaptation of this magnitude to a hentai director is actually comical.

@notelle Probably due to time. You see, Hiroshi Nagahama is a hell of a good director. The director is the one who calls the shots, so he's responsible for correcting Genga, douga, coloring, and the final cut. So, if episode 1 aired the way it did, it resulted from Nagahima's meticulous and thorough work. So why is that an issue? Time is money. Producers within a production committee set a tight schedule that must be met, so the studio and staff must do whatever they can to deliver the series on time.

But something happened in Uzumaki, probably Nagahima took too long and they hired a lame-ass director who would let basic mistakes pass, speeding up the production process and costing less money. 90% of the time, anime has the same budget overall due to the producers manipulating who can fund and at what percentage, setting a budget cap, but Uzumaki seems to exceed that line a little due to the sheer amount of years taken into 4 episodes, so probably someone in the committee is pissed and wanted the series to air, whatever its quality.

Nagahima seemed to be back during a time which we don't know, for he was in advertising material from not long ago, so let us hope that he put his hands, at the very least, on episode 4, and optimally, both episodes 3 and 4, so we only get episode 2 as a mid-episode (yes, episode 2 didn't suck as much as people make it look like or may I remind you guys of the atrocious anime Studio Deen made?).

I was going to watch this but if it's as bad as everyone is saying it is I will probably just watch the manga first. I heard the story is a masterpiece so I might as well get the better version of it.
