How and why this anime got only three episodes instead of at least 24 is beyond belief

It had compelling characters, a decent storyline, and yet only three episodes were made. This should have had at least 21 more. Why only the three? (before anyone brings up the source material, please take note that reading manga is no substitute for watching anime; sales figures of the anime don't mean much anymore).

I remember watching this when I was younger, it was pretty good I don't know why they stopped at 3 eps
