No I just think she is a product of her own indecisiveness to ether A break it off or B accept his feelings. She’s in this state of limbo where she doesn’t really know what she wants to do and is scared of things ether disappearing or changing.

She is a very caring person. In the first season episode 2 Chizuru was defending Kazuya when mami was talking bad about him in front of everyone. Chizuru cared for Kazuya even when she knew so little about him. She is not a manipulator but a very good person.

Since this is a fictional story and the "truth" is what the author writes, she isn't, she's just tsundere lol irl this of course would be a simp manipulation case, but Chizuru was written to be a "good person" character so she doesn't want to manipulate the guy and actually thinks about him as a friend, but honestly the fact that he had to spend so much money and effort just to make her realize that is just cringe and funny at the same time.
