So what was the Bear sat in the chair giving orders??
Maybe i missed something in earlier episodes.

Was confused as well. From what I could gather, it was some robot trying to rid the world of humans and giving that United States of Whatever guy orders of its will. I think, like that one dysfunctional robot who we’re told was the first robot to murder humans, also had the same motives of killing humans, but was using a human themself to carry out its plans. (Coming from a very confused person, I don’t think even half of that is correct, but oh well).

He meant to be the orchestrator of the whole thing. But he kinda comes in to the story too late and his lack of presence + his underwhelming and confusing demise makes him probably the worst aspect of the entire series

I would not say it's giving orders so much as calculating. It knows that Thracia invading Persia will set a chain in motion (what we see play out in the series) that will eliminate the advanced robots. The President is happy to go along believing that Thracia will benefit by eliminating threats to his nation and thus become the greatest power, but he is not told that Roosevelt / the Ultimate Computer has more in mind.

Recall that it was Thracia that passed the international treaty banning the production of robots of mass destruction before invading Persia (said in episode 2, when they're describing the Central Asian War) and that Thracia's colonel says it does not make such robots (in episode 5, when Gesicht is visiting the prison camp Darius is in). Although there is a clear nuclear allegory, it diverts from the real world US that it is inspired by which is not secret about its nukes.

It felt underdeveloped even in the manga to me, but the dialogue makes this a bit more clear and it was better foreshadowed, first showing up in Volume 2 as opposed to over half-way through the series.
