split cour does not mean 24 episodes.  it means the season will be split into 2 parts.  ( sometimes more)
in fact , it has just now already been stated to be 11 episodes for this first cour. if its even gonna be  a cour to begin with because we still dont have OFFICIAL news of it being split-cour.

It has already been decided that it will be split cour, the anime's official twitter revealed a few weeks ago.
