Most of the LN novels stand alone, though Youko and Taiki books continue their respective story arcs. The author concluded the Taiki cliffhanger in 2019 and said she was working on a collection of short stories, but she's not in good health so this will probably be pushed back indefinitely. I think it best to assume the series more or less wrapped up with the final Taiki novel. The first four Twelve Kingdoms novels were translated in English, but they're out of print now and can only be bought secondhand at exorbitant prices. The online fan translations are quite good and cover the whole series, so that's what most people read. The 2019 novel is nearing the end of its fan translation, so soon all the books will be available in English. The novels are, in the order the publisher markets them in:

0) The Demonic Child (Taiki with amnesia in Japan, a high school thriller that the Twelve Kingdoms series is a spin-off to) https://tu-shu-guan.blogspot.com/2006/08/demon-child-prefacing-poem.html
1) Shadow of the Moon (Youko is brought to the Twelve Kingdoms, start of the main series) https://www.eugenewoodbury.com/shadow/index.html
2) Sea of the Wind (Taiki's experience when he was first brought to the Twelve Kingdoms as a child) https://tu-shu-guan.blogspot.com/2004/07/sea-of-wind-shore-of-maze-prologue.html
3) Poseidon of the East (King En and Enki's origin story) https://www.eugenewoodbury.com/east/index.html
4) Thousand Leagues of Wind (Youko steps it up as queen) https://www.eugenewoodbury.com/wind/index.html
5) Hisho's Birds (short story collection set across various kingdoms) https://www.eugenewoodbury.com/hisho/index.html
6) The Wings of Dreams (the origin story of the queen of Kyou) https://www.eugenewoodbury.com/tonan/index.html
7) Dreaming of Paradise (short story collection set across various kingdoms) https://www.eugenewoodbury.com/kasho/index.html
8) The Shore in Twilight (Youko gets everybody together to rescue Taiki) https://www.eugenewoodbury.com/twilight/index.html
9) Hills of Silver Ruins (Taiki tries to save the Kingdom of Tai)  https://www.eugenewoodbury.com/moon/index.html

As you can see, there's not any particular storyline through the books, but there is a progression in Taiki and Youko's character arcs. The books about other characters can more or less be read in any order. There's also two specials "Drifting Ship" and "Shore of Hades" that are short stories sent to fans who bought particular stuff on particular days. "Drifting Ship" has been fan translated (https://o6asan.com/hyohaku/hyohaku-1/), I'm not sure whether "Shore of Hades" will be (it was released to people who bought the first run of the 2019 novel, so I guess it'll depend whether the fan translator received it.)
