It depends on the period in the LN. At the start they're somewhat matched, though Emilia is already powered up by her armor (and sword iirc) which boost her magical power, which arguably might give her an edge over Satan (she did beat him at the beginning of the story after all). Later she gets another "item" (no spoilers, as I don't know how far the anime's gotten yet) which gives her another considerable boost which comfortably puts her leagues ahead of Satan. Later in the novels, Satan acquires a similar "item" which makes them somewhat equal again.

so at the end both are equal?

They never go toe to toe again, so it's difficult to gauge. Emilia imo shows much more fighting prowess over the entirety of the story, while Satan starts out strong (but most of all smart in battle, especially in the prequel volumes), in the latter half of the story he kinda degenerates into a chump who rarely does anything himself anymore (very passive, lots of shirking responsibilities and dodging topics he's uncomfortable with, etc.). So his cunning and will to take action was always a big part of his strength and I'm honestly not sure how much of it is left by the end. So even if on paper their powers might seem similar, I'd still put my money on Emilia probably.
