While I still enjoy watching this, I believe this could profit a lot from following a less-is-more approach.
Just like the prequel, this show also constantly introduces new characters, which we end up knowing very little about aside from one or two focus episodes per character.
I understand this is an anime made to sell toys just like it was the case with Wataru, Granzort, Brave & Eldra series, Tenkai Knights even, but all of these showed some restraint when it came to new characters.

I think it's okay.
We will probably have quite a few more episodes to get to know them better. And in the end, we need as many drivers as we have Shinkalions, i.e. different types of Shinkansen across Japan, right?
(I hope you are not counting the "guest cast" from Evangelion in ep.21)

I actually think there's too few, since this is expected to have 50 episodes or even more. There are many anime that have more characters in just 12-13 episodes.
