Could anyone explain to me how the districts work? Are the 85 districts the same as the 86? Are they made up of people with different hair colour and same situation or is it just the 86?

The situation is explained in episode 2 I believe.

The Republic was once much larger. The war against the Empire started and at some point the Republic began losing very badly. This was largely due to the overwhelming power of the Legion forces. They made the decision to withdraw into 85 districts, which are in the shape of a circle. They surrounded this “circle” with a giant wall called the Grand Mur. They then surrounded the Grand Mur wall with a minefield. They did this to protect against the Legion invasion: a strong defense.

While they were doing this they decided to send anyone who was not a pure-blooded Alba (Silver Hair and Silver Eyes) to internment camps. These internment camps were all outside the Gran Mur walls, and it’s minefield. They called this area the 86th district. They then called it’s inhabitants, the “non-albas”, 86. The 86 were confined to these camps and made into soldiers with the promise that if they served 5 years, they and their families would be given citizenship.

So, to sum it up the 85 districts is where the Republic and its citizens live essentially. They have a huge wall and minefield protecting them on all sides. Outside of this in no-mans land is the 86th district, where the 86 live in internment camps. Here they fend of the Legion.
