Considering the fact they have to eat humans to survive they probably just feed them any corpses of people whois family were too poor to have them cremated/buried or just fed them criminals. On the other hand they could use said prison to starve them to death to slowly rid the world of them

My guess is they are given that coffee thing kaneki was eating in s1 to suppress the hunger. In re, haisa is fed human meat during meal time with the squad so they could have some way to get meat. How is anyones guess.
