The director is still Japanese I believe, and it's all animated in japan.

It's getting harder and harder to decide what is "anime". This show, i think, barely makes the cut (as far as MAL is concerned).

A mod in comment somewhere else said "It's likely going to be added to the DB, however, we are waiting for the full credits in order to make sure that it's eligible for the DB :)"

So, yea. That would seem why.

From the Japanese perspective, even Western animation can be considered "Anime" though.

That's a poor counter-argument. The word "anime" can refer to all animation in Japanese, but we're not speaking Japanese. The loanword "anime" in English is not the same as "anime" in Japanese. "Mise-en-scène" is another example of an English loanword, albeit one borrowed from French.
