Last night I was thinking and I realized the perfect anime would have a perfect format. I would like to call your attention to Avatar the Last Air Bender. (I know it isn’t an anime.) However it has a wonderful format. It was a series of short stories between one and four episodes long. Each story was a story in and of itself as well as a part of the larger story. This allowed the creators to develop the world and characters through each story and yet have almost no filler. In my opinion this is quite amazing. It was a chain each short story was a link, but each link was a part of the chain a story that was bigger and better than each of the links, and yet incomplete without them.

If you disagree with my idea of the perfect format please let me know why.

I absolutely agree, and if I were to pick a series that is close to being perfect, I'd definitely pick avatar as one of those shows, partly due to the genius of their worldbuilding, as you have mentioned!
