I thought this up while typing my comment on episode 5's discussion thread. I feel confident that this is what's connecting every plot thread. To recap them all:

- Witches are gathering from across the country to Kamihama City

- Witch-like beings (who do not drop grief seeds) are being created and embodying "Rumors," only behaving within the confines of their rules and not devouring the people trapped within their environments

- The world does not remember Ui Tamaki, and while it recalls her friends Nemu and Touka their existence has been more or less erased as well

- There is a "Rumor" that magical girls can be saved in Kamihama City

- Magical girls cannot transform into witches, and even turn back to normal

- Kyubey cannot enter Kamihama City. However, there is a baby one who cannot speak that appears to Iroha to help her achieve victory

These are a loooooot of plot points - threads which some have rightfully levied criticism towards Magia Record for its cramped pacing. However, it's clear that we're building towards a singular conclusion, and that is what I believe I have a good idea for now.

I believe Ui Tamaki, Nemu, and Touka each made wishes that worked towards saving Magical Girls, upon realizing that Iroha doomed herself for Ui's sake. The young girl likely felt awful about this.

Perhaps one of the three wished to be able to create witches, thus why these new Rumor-Witches do not drop grief seeds nor eat people. I think this was Touka, the inventor, as she's clearly big-brained enough to consider the whole reason why the Incubators did this: to gather energy for the universe's lifespan.

I can't imagine what the second wish was right now. Perhaps all three of them fed into the power to create these relatively "harmless" witches, collect their magic, and create their barriers. Perhaps Nemu wished to become like Kyubey, appearing to help the girls whenever they're about to die so as to save them from certain death.

I don't think we know as much as we could about the setup just yet. However, I'm convinced Ui, not unlike Madoka, ascended this mortal plane to create the Labyrinths. Why? Because she's the one apparently giving Magical Girls that same dream. She's spreading this Rumor about Magical Girls, luring them to Kamihama City - apparently domed in a barrier not unlike a witch's. Within this Labyrinth, Magical Girls find themselves as affected by this Rumor as we've seen others in past episodes.

Therefore, they cannot become Witches within Kamihama City. The only reason why Iroha could remember Ui is because her wish was tied to her little sister, much like Homura's was to Madoka.

Therefore, I think the biggest question now is how this ties into the main series. Because obviously, from the synopsis, a desperate Homura is going to find herself lured here, too, and Madoka will follow. It won't work out, of course, because we know how the OG series ends.

And yet, what about this timeline made the events of this series happen? Because obviously it's the Butterfly Effect at work here, or else the Holy Quintet will find themselves involved with Kamihama in every timeline.

Iroha's memories started returning the moment she touched lil-kyubey. No one except Iroha remembers Ui, and Ui probably doesn't exist anymore. Magical-Girls are being gathered in Kamihama, the question is why are witches also being gathered? Is it to force all magical girls to come to Kamihama, since magical girls without witches are literally jobless. Or there is some other reason to gather those witches?

We'll see as the story progresses, since anime has diverged a lot from the game. The ending is not going to change, but how we reach it will probably change.

I gave a spoiler in a cryptic way.

You know how in Fullmetal Alchemist Brotherhood, the Dwarf in the flask and Hohenheim gained immortality by sacrificing the life every person in the country?

So no, the increase number of witches and the Uwasa are not harmless.

Something similar is happening here, I'll leave the mechanism of the sacrifice and what's being sacrificed to your imagination. Let's just say, the magical girls in this city are more in touch with their nature than the ones from other places. What is happening here is not altruistic.

Another hint would be, if there is no Kyubey in Kamihama, where are the grief seeds and the energy flowing to. Let's just say Kyubey have found a match where he least expected, if Kyubey in the original work was a sci-fi enemy forced into a magical girl show for Urobutchi to bully the magical girl genre. Well, then he have no right to complain when he is bullied back by a fellow out-of-genre opponent.

The original work made use of destruction of cute naivety and pure magical girls (Urobutchi's view of the genre), to show how hardcore he can be. This would tackle it from the opposite side, where a more hardcore view comes in and utterly smash his viewpoint.

Also some concepts in the original madoka magica need to be mentioned, the power of wish and ability as a magical girl is proportional to the cause and effect threads that are tied to the girl. Which was why regular girls wish aren't that powerful.

So if we work the logic backwards, to increase the power of wish and magical girl, the method becomes simple as well.

If the power of a magical girl is proportional to the amount of people's fate you are impacting, then you just have to increase the number of intertwining fates, like a domino effect, dragging them all towards one target.

Last thing to mention, in the original Madoka Magica, Urobutchi went on and on about how hope and despair balance out.

Kind of stupid concept, but this work does admit that miracles should have prices, but nobody stated that you have to be the one to pay the price for your miracle did they? In short, as long as the despair price for hope is paid, it doesn't matter how or who pays it.

That is how capitalism works in real life, there are the haves and the have-nots, and you don't see the haves paying despair for what they have do you?

My guess is that Yachiyo will save the day because she is like a foil to Homura in a way. While Homura has repeated the same month for years, Yachiyo has been allowed to grow up and develop as a person over time.

The anime seems to be themed around maturity and the importance of letting go of the past which is what Homura failed to. This is what lead to her eventual downfall in Rebellion because she couldn't let go of the past and Madoka.
