Actually, I think this anime is about women in the Japanese workforce.
The brutish, anti-woman attitudes of the navy men certainly has analogue irl, reflected in the private sector glass ceiling that women are never able to break (though, the state seems a different matter as there have been many women politicians in Japan)

Umino's delay of graduation to enter the navy as a cadet, and thus not meet the requirements for her marraige, specifically because of the thrill of using her power, is evocative of the struggle of Japanese women to maintain careers in the face of a system that used (still uses?) marriage as an excuse for laying off women. "Men are the enemy" in that sense, as a rejection of men and marriage is a means to securing a career. This struggle is also evoked in Dirty Pair and referenced in certain other anime where marriage is implied to mean an end to working (eg. Mermaid's Scar)
