Is Omokage's ability too ridiculous? Is it ever explained in a way that is not ridiculous?

Having watched all Hunter X Hunter tv episodes before trying this movie, I am familiar with all the detailed explanations about nen, ren and such. I'm now about 15 minutes in this movie and I am having trouble getting over annoyance that it seems like the Omokage's power is just totally absurd.

I mean, he is not just creating puppets of real people, the puppets have all their memories and -- worst of all -- appear to have all their nen abilities!

This makes him ridiculously over-powered. He is one guy who can effectively command an army of the best nen-users in the world. This seems to defy all the explanations in all the HxH episodes where they always balance great power in one area with limitation in another area.

I mean, just look at Kurapika. To get her specialist chain ability (at least the strongest aspects of it), she had to swear on her life to only use it on a dozen people in the whole world! Yet somehow Omokage was able to get a much, much, much stronger specialist ability that can be used any time, anywhere? It is ridiculous. It violates the fundamental rules of the Hunter X Hunter universe!

And forget how over-powered this ability is for battle, philosophically it is also essentially the ability to resurrect the dead! I mean, his puppets have all memories of the original person, and essentially are mentally that original person but with the restriction that they must obey Onokage. Which means that essentially if he were not "evil," Omokage could just make a puppet of any dead person, tell them he will not give them any commands to obey, and they can just go live free in the world, and he just effectively resurrected that person, only now that person is immortal because they are in a puppet body not a human body. How does this aspect of the power get totally ignored?!!

Am I missing something? Is there ANY justification or explanation for how Omokage's power can exist within the parameters defined in the rest of the Hunter X Hunter universe?
