I have actually got an entire Google Docs folder dedicated to stories that I have started plotting and the like, but I have to admit that I still struggle with figuring out where to start with any of them.

Some of them are stuck as bulleted lists, while others are almost an entire script almost, but I still cant quite figure out what to do with them.

It feels like I cant start until theyre finished, but at this rate its beginning to look like it wont be for a long time to come.

Is there some kind of way to know when something is ready?

Sorry if Im being kinda vague. I honestly dont know how to describe this weird limbo Ive been in seemingly forever.

I know what you mean. It's actually the best approach to start writing only when you have everything well planned. If you know how the story starts and ends, and all the things that will move the story from the beginning to that end, plus, and this is important, you're satisfied with it (if you feel it's interesting and original), you'll feel a huge urge to start writing the story.

My suggestion is that you just focus on the story you think that has the best potential (usually the one you like more). Think about it in detail and summarize all the events, note down important scenes and important dialog lines. Keep thinking about it all the time, see the scenes flowing in your head. When you have all figured out and all the events flow smoothly, writing the story will be a piece of cake. All the re-reading and re-editing after is what will be painful, not to mention the pain if you don't have readers

I suppose that's where the difficulty comes from, for me. I tend to start with my own world, so I have to spend ages planning out the details. Politics, social statuses, religious beliefs, etc... I don't want the world itself to seem half assed because it makes the characters less believable.

As for focusing on the story with the most potential, I also have a really hard time doing that because my artistic ability doesn't seem to be on par with my writing, so I want to save my favorite ideas for a time when my art is much better than it is now.

I can't say for sure, but maybe the problem is that you should do it the other way around. I mean, do not think about the world you want to create first. Think about the events that you want to happen in your story and then make a world that is suitable for those events. For example, if there's going to be a coup d'état in the story, then you create a world whose political situation is asking for one and a main character whose political views are the opposite of the government.

Although, having a well thought out world and characters beforehand may make things easier to come up with plot events. So there is no right or wrong approach. You should simply do things the way you're comfortable with. But given that you feel like you're struggling with it, maybe you should think about it ;)

Fair point. I guess it just makes sense to me to start with the world because the real world works independantly of the people in it. Like, I don't want it to feel like everything happening is too convenient to the characters or the story. I want it to feel like the world is a real place and the people in it are just along for the ride.

Maybe I could start on something that takes place in the real world though, that way I wouldn't have to focus so much on making it all make sense.
