I'm not entirely sure what the ending was about. But here's my take:
The blond guy was there with God until the murderer got caught. It may have been months, years, or even decades. Then God makes the murderer regret his actions (as he said he would instead of having a hell) by somehow having part of the stabbed man's conscience be reincarnated within the murderer's mind. Parts such as the pain of being stabbed and all the emotions with it are what led the murderer to start crying. I do not know whether the murderer wanted to be hanged in repentance for his actions or if he had a new love for his own life and wished to get away and live his life as a good man.
(though there is no evidence that that was the same man who had stabbed the other guy)

Or maybe the murderer, who fell asleep, conjured up an alternate reality dream in his head through his guilty conscience?

furthermore, the fact that the number was there from the beginning of the stabbed man's arrival shows that "fate" is apparently a thing. At the beginning I thought, for some reason, that it was the number of times the man had been stabbed.

.....maybe a bit of a convoluted explanation. I also really enjoyed the interesting art style; it reminded me of a TV show you'd see on adult swim. Sorry for the long paragraph.

hmmm this chapter is interesting.... how im taking it is this: the real murderer is about to die but before he does he does into an alternate reality for a moment and sees the crime he committed through the eyes of his victim; fully understanding the pain and anguish he had caused to the victim and his wife. when the murderer's # was called for execution, he was snapped out of that alternate world into his reality to be hanged. in a way that is his "hell" -- to fully face what he did and feel the true rage, fear, pain and suffering of his victims, just to be killed himself
