I know this show is ecchi, and it does seem like a pg-13 anime, but I am surprised this has a tv-ma rating on funimation. It's actually weird.

The rating on Funi is probably dictated by the Japaneser studio or producer, and in Japan, things are MUCH more strict.

I still don't get why this site says Full Metal Alchemist: Brotherhood is R-17+, it's a shounen and PG-13 seems to fit it pretty well. Netflix has it rated as TV-14

Dismemberment, blood, serial killings and other fucked up subjects. Hence why Japan gives that rating.
FMA:B Is one of the most un-shonen shonen shows there are.

Japan didn't give it that rating, because they don't use those in the first place. That is done by MAL DB admins/mods

It had an evening time slot in TV. 17:00
Graphic anime like Tokyo Ghoul and Snk get late night time slot.

Timeslots in an essence work like a rating system there. While there is no unified rating format for TV, that just means that tv stations get themselves to decide what is "too much" by their standard(hence censorship). Generally blood is okay(except certain timeslots), but sort of visible bodily harm to a human is frowned upon. The only really forced censorship is automatically dimming scenes that have too high of contrast.

Also the overall perception of what is okay and what is not changed A LOT since then. If FMA:B was created today and aired today, it most likely would get either lots and lots of censorship or a latter timeslot. Its perfectly fine to reflect that in MAL's age ratings. It might be targeting shonen demographic but it has themes and visuals that can be far too mature for the usual audience of stuff like Nardo or BokuHero.

That exactly is my point, it's categorized by time slots (hence why I brought TG and SnK).

None of that matters and just irrelevant opinions of what you alone think of FMA:B, saying it's more ''mature'' than other shounen is meaningless (what's more ironic is the same MAL rating system you think is legit, also has Naruto Shippuden as R+17). FMA:B didn't have a late night anime slot. Saying it would have one if it aired right now is just a strawman. It only aired like 7 years, why are you making it sound like it aired in a different age of television.

So you were wrong and This isn't even opinion based in the first place, sigh.

I actually avoided this show for years just because of the TV-MA rating until finally I just broke down and watched it. I mean I’ve seen some pretty lewd shows (Konosuba, Shomin Sample, Miss Caretaker Sunohara-sou) and they are TV-14 so how bad could it be?

Turns out, not bad at all. Just a typical fanservice heavy show: butt shots, boob jiggling, random shots of the girls legs underneath the table. I will point out that in episode 9 there is a lengthy bath scene where the girls end up running around for a bit and, while most shows censor a girls’ crotch with steam or light or whatever, they were almost completely uncensored expect for a tiny bit of suds nestled down there. Again, no pubic hair, genitals, or anything X-rated, but I’m guessing because their crotches were uncensored is why Funimation had to give it a TV-MA rating.
