This is a late answer so probably nobody cares, but Im watching Index season 1 now and I got the answer to this question, The answer is, Esper cannot use magic, cz once they do, they will injure themselves, thus hiding the fact that magic itself exist will at least protect them from research them and possibly use them resulting in injury |
