Is watching the Kiss x Sis TV series necessary?

I was wondering if watching the original Kiss x Sis TV series is absolutely necessary before starting this.

It depends, if you are just watching for the ecchi, then no.

If you care for the character interactions, and previous events, then yeah. The OVA are adaptation of chapters after the TV.

No, the first 2-3 episodes of the OVA are a retelling of the anime. The rest comes after the anime. My understanding is that (for a while at least) they released a new OVA with each new volume of the manga. They don't flow as a story the way that the TV anime does, instead each one is a stand alone story.
